Fleet Insurance - The Amendment to the Act on Insurance and Reinsurance Distribution
As of 1 July 2025, new rules apply to so-called fleet / group insurance. The amendment to the Act on Insurance and Reinsurance Distribution mainly tightens the rules for offering insurance within so-called fleets, meaning insurance of multiple persons under one policyholder. It also limits commissions and expands information obligations.
A key change is that companies offering customers the option to be insured under an insurance contract arranged by the company as the policyholder will now fall under the regime of insurance distribution.
This may typically include the following services:
- motor insurance offered together with car leasing, a loan, or car rental
- payment protection insurance offered with a loan
- travel insurance offered with a package tour, flight ticket, or accommodation
- extended warranty or product damage insurance
- insurance for mobile phones, electronics, or other consumer goods
- insurance of shipments or transported items
- accident insurance for members, employees, or event participants
- other group insurance programmes where the customer is not the policyholder, but only the insured person
Existing “fleet operators” must now obtain the relevant authorisation under one of the insurance distribution regimes, typically as:
- an independent intermediary
- a tied agent
- an ancillary insurance intermediary
The choice of the appropriate regime depends mainly on the specific business model, the scope of activities, the connection between the insurance and the main product or service, and the setup of cooperation with the insurance company or intermediary.
In practical terms, this means that companies should verify as soon as possible whether their insurance offering model falls under the new regulation, choose the correct licensing route, and prepare for the registration process with the Czech National Bank.
This is not just about registration itself. Companies will also need to update:
- customer documentation
- information processes
- internal rules
- contractual relationships
- the allocation of responsibilities throughout the entire distribution chain
By when is action required?
The transitional period ends on 1 July 2027 — by this date, an application for the relevant authorisation / registration must be submitted to the Czech National Bank.
